Kurgan (1997-Present) The design on the flag of Kurgan Oblast represents two kurgans, or burial mounds. When the flag was adopted in 1997, some people felt the it was a bit too curvaceous, with one member of the Oblast Duma proclaiming “These are not the kurgans on the flag! That is a woman swimming on her back!”
