Finland (merchant ensign, 1809-1821)
The Treaty of Fredrikshamn, signed on 17 September 1809, created an autonomous Grand Duchy of Finland under Russian sovereignty. The only distinctive flag the state had before 1917 was its short-lived merchant ensign, which consisted of a small Russian flag on a blue background. After 1821, Finnish merchants just flew the regular Russian ensign.
